The Accelerator of Socio-economic reforms under the Administration of the President of the Republic of Uzbekistan identified four areas to be addressed within 100 days

On September 16th this year Leadership Meeting of the heads of the relevant ministries and other government organizations of the Republic of Uzbekistan was held in the format of a videoconference within the framework of the activities of the Accelerator of socio-economic reforms under the Administration of the President of the Republic of Uzbekistan (Accelerator). The meeting was organized by the Center for economic research and reforms under the Administration of the President of the Republic of Uzbekistan (CERR) with the support of the Government of the United Arab Emirates (UAE).

The meeting was attended by Head of Government Strategy and Innovation in the UAE Government HE Huda Al Hashmi, Assistant Director General Leadership & Government Capabilities Sector HE Dr. Yasir Al Naqbi, Director of UAE Government Accelerators Dr. Radheya Al Hashmi, the Director of the CERR O.Khakimov, deputy director of the CERR U.Abidhadjaev and coordinators of the first cohort A.Khalmurzaev, M.Babadjanov, H.Normuradov and Kh.Majidov.

From the side of ministries and government organizations of the Republic of Uzbekistan, over 60 representatives at the level of leaders of these organizations took part in the meeting.

The purpose of the meeting is to mobilize the resources of government bodies and organizations for the prompt and effective solution of challenges in the field of socio-economic development.

For reference:

Following the official visit of the President of Uzbekistan Shavkat Mirziyoyev in March 2019 to the UAE, an agreement was reached on cooperation in improving the efficiency of public administration and developing long-term development strategies. The UAE already has a similar mechanism of the government accelerator. The UAE Government Accelerators, being a unique government platform, was launched in October 2016 in order to support government entities in achieving their National Agenda targets.

In accordance with the Decree of the President of the Republic of Uzbekistan dated October 3, 2019 PP-4471, the Accelerator of socio-economic reforms was established under the Administration of the President of the Republic of Uzbekistan with a working body in the structure of the CERR. Between November 3-8, 2019, the delegation of the CERR visited the UAE and took part in the Government Accelerators Training Workshop.

During the videoconference participants identified the challenges that should be addressed within 100 days by the respective ministries and government organizations in accordance with the methodology of the UAE Government Accelerators.

In particular, the following challenges were identified:

- problems in the development of family entrepreneurship

(responsible: Xalq Bank, Ministry for Economic Development and Poverty Reduction, Central Bank);

- problems in the development of master plans of cities

(responsible: Ministry of Construction, Ministry for Economic Development and Poverty Reduction, State Committee of the Republic of Uzbekistan for Land Resources, Geodesy, Cartography and State Cadastre);

- problems in the field of simplifying the issuance of building permits

(responsible: Ministry for the Development of Information Technologies and Communications of the Republic of Uzbekistan, Ministry of Housing and Communal Services, State Committee of the Republic of Uzbekistan for Land Resources, Geodesy, Cartography and State Cadastre);

- problems in the field of creating a unified billing system for utility payments

(responsible: Ministry for the Development of Information Technologies and Communications of the Republic of Uzbekistan, Ministry of Housing and Communal Services).

The UAE Government Accelerators announced their intentions to actively participate in the implementation of the Accelerator's activities in Uzbekistan.

At the same time, the parties agreed to attract industry experts from the UAE Government Accelerators to assist in resolving the issues.

Following the videoconference, the parties expressed their commitment to the accelerated implementation of the existing agreements, as well as their readiness to intensify the practice of bilateral online negotiations at various levels for more intensive interaction and prompt resolution of current issues.
