The seminar provided a platform for exchanging research findings and expert assessments of Uzbekistan’s economic reforms. CERR experts presented the key areas of the country’s ongoing socio-economic reforms.
For their part, the German specialists highly commended the socio-economic reforms being implemented in Uzbekistan. Woldemar Walter and Max Marcinek, experts from Berlin Economics, presented the findings of a study entitled “Industrial Policy: Lessons from Theory and Empirical Evidence for Uzbekistan,” prepared within the framework of the German Economic Team (GET).
According to the analysis presented, the composition of government support instruments for industry in Uzbekistan has undergone significant changes since 2017. The share of tariff-based measures declined by 10 percentage points, while the use of subsidies expanded considerably.
The study also found that government support was primarily directed towards competitive sectors of the economy, including metallurgy, mining, and the chemical industry.
At the same time, the German experts noted that changes in the structure of Uzbekistan’s economic competitiveness largely reflect the outcomes of the extensive economic reforms undertaken since 2017, including foreign trade liberalization and the development of market mechanisms.
Particular attention was given to improving enterprise productivity, enhancing the effectiveness of industrial policy, and expanding Uzbekistan’s export potential. The participants exchanged expert assessments of structural changes in the economy, international experience in industrial development, and the factors shaping the competitiveness of domestic producers.
For the past ten years, CERR has maintained scientific and analytical cooperation with Berlin Economics, focusing on the study of economic transformation and the development of research approaches to sustainable development.
Both sides reaffirmed their interest in continuing expert dialogue, conducting joint research, and strengthening scientific and analytical cooperation between research institutions in Uzbekistan and Germany.
