The Decree of the President of the Republic of Uzbekistan No. PD-5886 dated November 28, 2019 introduced a new procedure for providing the population with housing through market-based mortgage loans.
Mortgage loans worth 1,747 billion soums from the long-term funds allocated by the Ministry of Finance to commercial banks for the purchase of apartments in the primary housing market, built under the new procedure were issued to 7,927 people.
On the basis of orders submitted by commercial banks to January 1, 2021, 65.8 billion soums subsidies on mortgage loans were paid to 2 659 citizens from the state budget. In particular, the initial fee for 2 395 citizens in cities and 64.9 billion soums to cover part of the interest and in rural areas 264 citizens were allocated 0.9 billion soums to cover part of the interest.
At the same time, at the expense of the Uzbek Mortgage Refinancing Company in 2020, commercial banks issued loans worth 61.9 billion soums to 333 people. In particular, 928.7 million soums for primary market housing and 60,761.1 million soums for secondary market housing. Loans of 230.0 million soums were allocated for the repair of houses.
