May 27, 2020 Tashkent. In the third decade of May this year, a video conference was organized by the Center for Economic Research and Reforms (Accelerator of Socio-Economic Reforms under the Presidential Administration).
The purpose of the meeting was to mobilize the resources of government agencies and departments, as well as to familiarize with the existing problems in the socio-economic sphere for their further prompt and effective solution in a 100-day period in accordance with the methodology of the Government Accelerator of the United Arab Emirates (UAE).
Director of the Center for Economic Research and Reforms O.Khakimov, as well as Accelerator coordinators M. Babajanov, A. Khalmurzaev and T. Niyazmatov attended in the meeting.
More than 50 participants from ministries and agencies participated in a video conference at the level of leaders and responsible executives.
During the event, participants presented the priority issues that need to be addressed within 100 days, starting with the Director of CERR O.Khakimov.
The following issues were approved by the order of the Administration of the President of the Republic of Uzbekistan:
- Development of criteria for assessing the level of satisfaction of citizens with the services provided by government agencies.
Nowadays there are no criteria for assessing the level of citizen satisfaction with the services provided by ministries and agencies that work directly with citizens.
To solve this problem positively, it was proposed to introduce a “Happiness Metrics” system using the UAE experience. Under this system, all citizens can evaluate the public services provided to them using emotional cues (excellent, satisfactory and bad). At the end of the year, the three best and three ineffective ministries and agencies will be identified, the state of affairs in the ministries or agencies with the lowest ratings will be thoroughly studied, and proposals will be developed to eliminate the causes that contribute to them. The system will also increase the responsibility of managers to achieve the final results of the activities of relevant ministries and agencies, and create a competitive environment for government agencies to increase efficiency.

Formation of accounting energy statistics of the Republic of Uzbekistan in accordance with UN standards.
There is no single fuel energy balance in the republic, which provides an opportunity for rational use and ensuring the efficiency of fuel and energy sources based on the standards of the UN Statistical Organization and the International Energy Agency.
In this regard, it is proposed to carry out an inventory of the data generated in the republic of energy statistics and make changes and additions to the existing statistical reports to cover the missing data, as a result, to develop an energy balance based on the changes made.
- Implementation of a rating system for the activity of business entities.
In accordance with the Decree of the President of the Republic of Uzbekistan dated September 11, 2019 No UP-5817 "On measures to radically improve the legal and institutional system of consumer protection", one of the main tasks of Consumer’s Protection Agency is 'to provide entrepreneurs with reliable and complete information about goods (works, services, their manufacturers, contractors and sellers, including the use of information and communication technologies).
In this regard, it is proposed to create a system of maintaining ratings in the field of business in order to increase consumer awareness of goods and services in the country, as well as to improve their quality.
It is noteworthy that in all three areas, working groups will be formed with officials from relevant ministries and agencies, who will be trained by accelerator coordinators every 25 days.
After 100 days of work results, the final stage will be a meeting of Accelerator leaders, where the achieved results will be presented.
