— In our country, the "makhallabay" system was introduced for the first time. What is the nature of this position for you, how do you see and understand it?
— Implemented at the initiative of the President of our country, the makhallabay system turns out to be the most optimal way for all spheres of integrated development of regions, ensuring employment and entrepreneurship development, solving existing problems in the makhalla. Simply put, the main purpose of organizing the activities of the assistants to the khokims is to bring state policy to the makhalla, provide employment for the population, increase its income, implement initiatives of entrepreneurs and thereby reduce poverty.
— Tell us more about yourself and how you came to this position. What is your past work experience that allows you to solve the tasks assigned to the assistant to the khokim?
— I, Ranohon Khojibolayeva, was born into an intelligent family in the Altyaryk district of the Fergana region. In 1999, I graduated from Fergana State University with a degree in management. Over the past period, I has worked in the field of economics and finance, as a category I economist in the financial department of the city. I am married and have three children. At my own request, I began working as an assistant to the khokim of the "Surkhtepa" makhalla.
It would not be an exaggeration to say that in the implementation of the very responsible and honorable task assigned to me, the great motivation for me was that I worked directly with the "Iron Notebook", "Women's Notebook" and "Youth Notebook", communicated face to face with representatives of the population and made a certain contribution to easing their burden.
— Tell us in detail about your makhalla. Where is it located, in the village or in the city? What is its size, what are the large enterprises, what types of activities are mainly engaged in by local people? What kind of social infrastructure facilities are there in the makhalla?
— Our makhalla is located on the border with the city of Margilan — the most remote territory of the city of Fergana in the Fergana region. There are 748 houses, 1214 families, a total of 4197 residents, mostly living in courtyards. Each house has a private plot of 2-6 acres of land. Despite the lack of household drinking water, residents use wells in their homes and are effectively engaged in gardening, viticulture, growing agricultural products in greenhouses.
The main points of growth (drivers) of the makhalla are industry and the service sector. Because there are five large manufacturing enterprises here, which now employ 250 of our citizens on a permanent basis. In particular, there are 3 shoe manufacturing enterprises. For example, Kamoliddin Zokirov, a resident of our makhalla, founded a family shoe manufacturing company at home and provided permanent work for more than 60 unemployed citizens. Entrepreneur Bakhtiyor Khodjaev has set up processing of dairy products in his house, 15 residents of the makhalla work here on a permanent basis.
Since sai passes through 102 farms, each farm in its yard seasonally places 2-10 tapchans on the bank of the stream and organizes seasonal recreation places. Due to this, the owners of these houses in the season (for 5 months) earn from 200 thousand to 1 million sums daily. There are 2 social infrastructure facilities in the mahalla: secondary school No.37, a branch of the family polyclinic No.7.
— Is it possible to show the "social portrait" of your makhalla in numbers? How developed is entrepreneurship?
— The "social portrait" of our makhalla looks like this.
The first category is 34 (4.5%) low-income households, there are unemployed people trying to earn money.
The second category is 452 (60.4%) households with a permanent income and a desire to receive additional income.
The third category is 60 (8.1%) households in need of social protection, who have lost a breadwinner, where there are members with disabilities.
The fourth category is 202 (27.3%) households with good economic condition and self-sufficiency.
In the territory for which I am responsible, men of more than 350 farms are engaged in rendering services to the population, that is, construction, in particular, pouring concrete, building houses, cementation, preparation for the sale and rental of formwork, etc.
— Tell us, what kind of work has been done in the makhalla in terms of social support for the population?
— With my support, during the year 43 citizens were sent for a loan totaling 1.1 billion sums, 86 jobs were created. Out of 152 unemployed citizens identified as a result of the census, 56 citizens, mainly women and young people, have studied in educational centers and their employment in various professions has been provided to date. In order to ensure employment, 76 citizens were attached to large enterprises in the region. I managed to employ 20 more citizens for permanent jobs. The activities of 430 citizens working in the informal sector have been legalized through self-employment. Also, due to the involvement of initiative entrepreneurs, 32 new business entities have been created.
In cooperation with local elders and entrepreneurs, we constantly monitor the condition of low-income families, people with disabilities and provide them with practical assistance. Also, on my personal initiative, 1000 flower sprouts, 200 mulberry seedlings were delivered to households, practical assistance was provided for the distribution of 15 poultry and kitchen stoves to families in need.
— What methods have you used in your work to support poor households? Give examples and describe the results of working with these households?
— I can say that the fact that the residents of the makhalla mostly live in courtyards has created great opportunities for me. Households make good use of their homesteads, greenhouses have been created in which citrus fruits are grown. Currently there are 10 such greenhouses. In particular, a greenhouse with an area of 2 hectares was laid in the house of Ulugbek Pulatov, who lives on Khairat Street. This greenhouse was transformed in February 2023 with the help of a preferential loan of 20 million sums. Lemons were planted in the greenhouse, and cucumbers were planted between them at the end of March.
With the targeted use of subsidies given to women on the recommendation of khokim's assistants, sewing machines were bought at the expense of preferential loans, and a profitable home-based business was organized. In order to support our women who are in the 3 notebooks introduced by our President, home work has been organized and more than 130 women in more than 70 households currently receive income from self-employment. Halimehon Shukurova, who lives at 115 Eski Fergana Street, was given a sewing machine on a subsidy basis, and now I myself help this woman make a profit at home by delivering semi-finished products to her home. Citizens who use such opportunities are very satisfied.
In addition, our makhalla allocated preferential loans in 7 directions. In particular, by allocating a loan in the amount of 100 million sums in the direction of beekeeping, the production cooperation "ARICHI" was created, within the framework of which mother bees are grown and delivered to neighboring regions. In 4 households, family enterprises have been established in the shoe workshop and 12 jobs have been created. In the field of sewing, by providing from 4 to 6 sewing machines, sewing workshops have been organized in 8 houses, 45 jobs have been created. In the field of animal husbandry, the employment of residents of 4 houses is provided. Due to the creation of a market on the territory of our makhalla there is a high demand for scooters. Therefore, 20 citizens received scooters at the expense of a preferential loan, now they bring a good income to their families. Employment of 4 citizens has been provided in the direction of poultry farming. In the field of handicrafts, 8 jobs have been created in 3 households.
— For the sustainable development of the mahalla, the availability and condition of transport, energy, utilities, social and other infrastructures are important. What are you doing to improve your makhalla?
— During 2022, a number of positive works were carried out in the makhalla under the leadership of elders with the cooperation of local entrepreneurs, activists and youth through hashar. In particular, the mahalla cemetery was landscaped, its walls were surrounded by a concrete wall. The internal roads of Iroda Street have been paved, the old 20-meter bridge has been rebuilt.
In addition, 2 organizations of preschool education, a bakery, a canteen, a barber shop, a dairy processing enterprise, grocery stores were created at the expense of a preferential loan, as a result, 28 people were provided with work. All infrastructure issues are solved in turn. There are clear plans in this direction too.
— Based on your experience, please tell me what you are doing and what else needs to be done to reduce the level of poverty in the makhalla?
— When we come to each household, we carefully study the shortcomings or problems of this household. If necessary, we send citizens to vocational training, and then provide employment in the professions received. I believe that in order to reduce poverty, it is necessary to attract more people to study, gain knowledge and learn professions, thereby increasing their incomes.
— Today in our country there is a fierce struggle against any forms of corruption. What are you doing in your activities to prevent corruption?
— Explanatory work is being carried out in the makhalla to prevent cases of corruption. The purpose of the system created in the makhalla is to develop people's consciousness, to familiarize them with their rights, to ensure that problems are solved on the spot in all directions. In particular, the allocation of loans through a transparent electronic system and constant reporting also reduce the likelihood of corruption.
— Has people's confidence in the institute of the assistants to the khokim and the makhallabay system as a whole increased? Tell us about your plans for the future.
— The introduction of the makhallabay system and bringing it to the level of state policy was a big deal. The fruits of the reforms can be seen in improving the life of the makhalla and the living conditions of people. This, for certain, will strengthen the confidence of the population in the system of work of "Makhallabay".
We have a lot of plans for the future. In particular, based on the specialization of the makhalla, a new concept for the development of tourism was developed. In accordance with it, the organization of modern places for recreation in houses along the sai began. Measures have been developed to transform seasonal recreation areas into beautiful places constantly visited by tourists. The construction of a state organization of preschool education has also begun on the territory. In short, all our plans are aimed at the welfare of the people.
