The Amendments to the Constitution and Their Legal Foundations Have Been Analyzed by Experts (+video)

On June 10, 2022, a regular meeting of the Constitutional Commission was held, dedicated to the formation of proposals for amendments and additions to the Constitution and the implementation of organizational measures. It was attended by the members of the Constitutional Commission and experts.

After the meeting, the International Press Club hosted a live broadcast on the topic "The New Constitution of the New Uzbekistan".

The deputy director of the Center for Economic Research and Reforms Mukhsinjon Kholmukhamedov also took part in it. At the session, the expert of the Center spoke about the proposals that received the largest number of votes, the most repeated words in them, as well as about the citizens who sent the largest number of proposals through the electronic platform "Meningkonstitutsiyam.uz" and other networks.

– According to statistics, about 14 thousand proposals for amendments and additions to the Constitution have been received by the electronic platform "Meningkonstitutsiyam.uz". We analyzed this using quantitative analysis methods. Here we have formed a rating of proposals that interested our citizens and received the largest number of votes approved by them. In addition, some citizens showed great activity and made many proposals. We also studied their rating.

We have also developed a text graphic design, where the most frequently used words out of almost 60,000 words are indicated, said the CERR expert M.Kholmukhamedov.

The text graph shows that the most used words are "State" — 675 times, "Constitution" — 207 times, "Rights" — 463 times, "Person" — 343 times, "Citizens" — 304 times, "Proposal" — 256 times, "Law" — 221 times, "President" — 162 times, "Education" — 155 times, "Compliance" — 110 times, "District", "Social" — 109 times, "Society" — 105 times.

Also, according to the expert, the proposals that received the most votes are "School uniform" – 303, "Corruption" – 269, "Reduction of customs duties on the import of cars to a minimum" – 219, "Ensuring an 8-hour working day" – 215, "Election of Khokims by popular vote" – 205, "Against sexual violence" – 205, "Assessment of khokims" – 156, "Creation of access to online viewing of the investigation process" - 146, "Improvement of labor conditions" — 139, "Formation of a unified electronic database in the healthcare system" – 139, "Election of Khokims" – 129, "The level of openness in public administration" – 122.

It is noteworthy that a significant part of the proposals received from the population are proposals to protect the honor and dignity of the individual.

As it was noted, constant communication with the public, the study of citizens' opinions have become the main criterion for the activities of the Constitutional Commission. The members of the Constitutional Commission will mobilize all their forces and capabilities to collect, summarize and form final proposals, as well as develop a draft law based on them.

In this process, the services and role of specialists from research institutions, relevant ministries and departments, and experts in this field are important. Experienced members of the consolidated information and analytical group, scientists, qualified specialists and experts prepare their conclusions and recommendations on the received and generalized proposals.
