Central Asia: solar PV status update and the latest solutions

Solar power has enormous potential as an energy source in emerging markets. In particular, Central Asia is ideally located to take advantage of solar energy and has vast, mostly untapped potential.

Uzbekistan aims to deploy significant additional renewables capacity by 2030, including 5 GW of PV. There are a few solar programs mandated by the Government to IFIs, including:

  • the ADB 1 GW solar program (Sherabad I & Sherabad II)
  • the IFC Scaling Solar Program (Scaling Solar 1, 2 & 3)

Also, projects based on bilateral contracts have been unveiled, including a 100 MW project in the Samarkand region by Total Eren and 500-1000 MW projects in the Navoi and Bukhara regions by ACWA Power.

Coming in 2021:

3 solar PV stations in Bukhara, Namangan, and Khorezm regions of Uzbekistan with a total capacity of 500 MW to be built within the Scaling Solar 3 project. The first stage of the tender is scheduled for February 2021.

  • Scaling Solar 1: Masdar Clean Energy was awarded the project (100 MW) with a bid to supply solar power at just 2.7 US cents per kilowatt-hour.
  • Scaling Solar 2: 15 prequalified bidders were announced on 3 December 2020. Bids to be submitted by 17 March 2021).

The tender for Sherabad PV project phase II is planned for 2021 (The first project, Sherabad I, is currently under tendering with a request for proposals issued on 14 December 2020, and a submission deadline of 15 March 2021).

Solar energy has enormous potential in Kazakhstan. According to the Concept of the Fuel and Energy Complex Development, solar energy can produce about 2.5 billion kWh per year, with 2,200- 3,000 hours of solar per year (2,500-3,000 hours per year in the southern regions) out of 8760 hours.

By mid-2020, there were 37 operational solar plants with a capacity of 797.6 MW.

The largest SPPs projects are: SPP, Baikonur Solar: 50 MW; SPP, Saran: 100 MW; SPP, ENEVERSE KUNKUAT: 100 MW; SPP, M-KAT GREEN: 100 MW; SPP, KB ENTERPRISES: 100 MW
