Linguistic analysis of the speech of the President of the Republic of Uzbekistan to the Oliy Majlis
The tradition of addressing the President of the Republic of Uzbekistan to the Oliy Majlis was first introduced in December 2017. Issues raised in the Speech have been attracting the attention of our citizens and the international community as well.

In his Speech, the President of the Republic of Uzbekistan usually summarizes the past year and focuses on the main directions of development of the Republic in the near future.

In this regard, experts of the Center conducted a linguistic and content analysis of the last speech of the President in 2020 and compiled a set of words to describe the speech. The analysis revealed the following: In his speech the President Mirziyoyev used a total of 3,576 different words. The longest word used is contained of 19 letters and the average ones are of 8 letters. The main focus of the Speech was on the issues of "youth", "education", and "pandemic". (Figure 1).

The word "pandemic" and related issues were mentioned in 25 places in the Speech. In particular, the word “youth” was used in contexts such as “special attention to youth”, “youth rights”, “youth of different age categories”, and “youth with disabilities” (Figure 2).

Individual analysis of the most commonly used words The word "education" was used in contexts such as "radically improving the quality of education", "creating a home-based education system". As for the "pandemic", President mentioned about "long-term continuing of the global pandemic," "experience gained during the pandemic," and "economic stability during the pandemic" (Figures 3, 4).

The results of the analysis showed that 41% of the emphasis in the speech is made on the liberalization and the development of the economy, while 28% is on the development of the social sphere. Additionally, issues related to the improvement of state and society building accounted for 15% of the whole Speech, security, peace and harmony, religious tolerance, while the implementation of a balanced, mutually beneficial and constructive foreign policy accounted for 10% of the overall Speech (Figure 5).

Decomposition of the Speech by areas The President's speech covered a variety of topics in 41 areas, among of which the three areas with the most emphasis are: 1. social assistance to the population (7% of the total speech), 2. health (7% of the total speech) and 3. infrastructure (6% of the total speech). According to the ratio of all areas, public policy related to the youth, higher education, entrepreneurship and foreign policy shared 20% of the Speech with equal ratio (Figure 6).

Decomposition of the Speech by areas A general analysis of the speeches made in the last 4 years showed that issues such as economic development, social assistance, support for entrepreneurs, improving the welfare of the people, strengthening peace and tranquility of the country have been an integral part of the annual speeches.
