Systematic measures are being implemented to ensure the execution of the instructions given by the President of the Republic of Uzbekistan during his visit to Namangan Region on June 23 this year regarding the reduction of the shadow economy.
In particular, on June 25, the regional khokimiyat, the regional prosecutor's office, the regional tax administration and other relevant authorities adopted a joint resolution establishing a coordination headquarters to oversee this work. In accordance with the resolution, working groups were formed in all cities and districts of the region.
Practical measures are currently being carried out across the region to identify the factors contributing to the shadow economy, eliminate them, and prevent violations of the law.
At the same time, a fundamentally new system of working with territories based on science and innovation is being introduced. At the 24th session of the Regional Council of People's Deputies, the "roadmaps" aimed at mobilizing additional reserves and economic potential across all cities and districts of the region were officially approved.
The session was chaired by S. Muminov, Chairman of the Regional Council of People's Deputies.
The session was attended by Obid Khakimov, Adviser to the President of the Republic of Uzbekistan; members of the Senate of the Oliy Majlis; deputies of the Regional Council of People's Deputies; chairpersons of district and city councils; senior officials of republican ministries and agencies; deputy regional khokims; heads of law enforcement agencies, regional departments and organizations; as well as representatives of the mass media.
During the session, it was emphasized that the tasks assigned by the Head of State during his visit to Namangan, as well as the achievement of the established target indicators, should be implemented through science, innovation and evidence-based approaches. In this regard, a fundamentally new science-based system for working with territories has been introduced.
As part of the "Namangan Experience," 14 leading national think tanks have been assigned to all cities and districts of the region.
Following comprehensive field assessments conducted by these analytical centers, 126 priority issues were identified, including 39 related to restoring industrial enterprises, 35 concerning the development of the services sector, 21 in the social sphere, 18 in agriculture, 10 in road infrastructure, and 3 in other areas.
Based on these findings, comprehensive roadmaps were developed to mobilize additional reserves and unlock local development opportunities.
Furthermore, the Banking and Finance Academy of the Republic of Uzbekistan has been assigned to Namangan Region as a permanent analytical partner to ensure continued cooperation.
During the session, Obid Khakimov, Adviser to the President of the Republic of Uzbekistan, addressed participants and highlighted the significance of the system being implemented as the "Namangan Experience."
The khokims of Namangan city and the districts, together with representatives of the assigned think tanks, presented reports on the roadmaps developed to mobilize additional reserves and opportunities.
During the discussions, existing challenges and proposed solutions for each sector and project were comprehensively reviewed. Participants exchanged views on further improving the proposed initiatives, while suggestions from responsible officials and deputies were also heard.
At the conclusion of the session, the Regional Council adopted the corresponding resolution on the issue under consideration.
In an interview with the O'zbekiston24 TV channel, Fazliddin Nasriddinov, Head of Sector at the Center for Economic Research and Reforms, spoke about the introduction of a new science-based working model involving 14 analytical centers assigned to the districts of the Namangan Region under the “mahalla – research center – hokimiyat” framework.
"We conducted economic diagnostics, surveys, and operational data collection, and based on this information carried out a comprehensive analysis. The analytical centers concluded that the greatest impact can be achieved by improving production infrastructure. We also know that the Namangan Region has significant economic potential in tourism. Therefore, it is proposed to develop a tourism development strategy through 2030. It can be said that the Namangan experience will help organize similar work in other regions as well."
